Elements that shape vulnerability to conflict in Colombian municipalities: Contributions to the debate for the materialization of the agreements between the Government and the insurgency of the FARC-EP

The ongoing peace talks between the national government and the FARC-EP insurgency in the city of Havana Cuba frame the country in a possible scenario of dialogue with political, social and armed conflict, More than 50 years in Colombian history, putting great challenges in terms of conditioning the state apparatus to the new needs of a post-conflict country, particularly through the planning and implementation of appropriate institutional conditions to guarantee a stable and lasting peace. This article intends to be an input of discussion for the Colombian academy and public administration, making available some elements that allow to consolidate a tool that measures the degree of vulnerability to the conflict of the Colombian municipalities in a scenario of Post-conflict, in order to ensure effective institutional accompaniment to them. This objective will be fulfilled through an approach to the historical causes of the conflict in a first moment, that allow the enunciation of the causes of the same in the municipalities, as a measure of vulnerability to the conflict, to finally expose some of the conditions Institutional relations that the state must guarantee in a post-conflict scenario, based on three of the partial agreements between the government and the FARC-EP.
