Towards a comprehensive strategy for public administration for efficient and sustainable cities: challenges and opportunities of Guadalajara and Puerto Vallarta, Jalisco

Abstract

This research  is  supported   by  two  University Centers of the University of Guadalajara: University Center of Economic and Administrative Sciences and the Center of Arts, Architecture and Design, who are committed to public administration and environment, which are  key factors to promote efficient, competitive and sustainable  cities; with the aim of improving the quality of life of urban and suburban population in the medium term, through comprehensive strategies factors.

The University envisions at par with society, to implement initiatives that contribute to the mitigation of environmental problems, with a vision, where growth is parallel to the adaptation of new urban eco alternatives that contribute to reducing climate change.

Cities should  be  seen   as  ecological  systems and  this attitude  should  guide  our research  in order to design cities to manage  the rational use of resources. The resources devoured  by a city can  be  measured  in terms  of their ecological trace. Ecological traces  of existing cities covering the surface  of the planet, and  are incorporating eroded  areas  rather than fertile, forests and living seas. Thus, this leads  to climate change. If  we do  not stop  this abrupt  change, many species will   become  extinct;  hundreds   of  millions of people die of drought, hunger, water shortages, diseases, repression and wars. As is well known, the fundamental cause of global warming is carbon dioxide (CO2) from burning oil, gas and coal.
