Abstract

The  Public  University  are  an  important  part of the interest groups in society to engage in projects that triggering the socio-economic development and social innovation from the geographical areas where it is located, based on the ethical principles of social commitment and responsibility, primarily by to the large gap that exists between economic development and social inequality in Mexico, mediating alarming data of a 52% poverty and 20% of extreme poverty   (CONEVAL,   2015),   this   research work has as objective to share the results of the   application   of   qualitative   methodology and instruments of participation and social innovation, in social needs and inequality in the urban and rural area of the city of Celaya - in terms of security and surveillance, health services, education, schools and training, transportation and roads, municipal services, etc.- In this case with “civil forums”, as tools for collective action to formulate actions of development from the community. The first results show that in urban and rural areas it is possible to prioritize the need and innovative solutions, where are involved as actors for their growth.
