Abstract

This work analyses the institutional capacity of local governments, particularly in Mexico, using the comparative method. The purpose of the study is to provide a comparative diagnosis    of    institutional    competitiveness in   local   governments   in   the   metropolitan area   of   Monterrey   as   a   result   of   two complementary studies. First, a comparative study  of  competitiveness  in  a  sample  of 10 competitive cities in northern Mexico is analyzed considering various predetermined indicators.  Then,  a  second  study  offers  a panel of financial indicators in order to analyze the competitiveness of municipalities in the metropolitan area of Monterrey, Nuevo León.
